Mostly it's China and other 3rd world countries. Alberta is a drop in the bucket vs. the output China spits out.

Much of the tar sands are shut down right now anyways due to oil dollar. They don't really make money operating with oil dollar this low.

Just in case you are actually this stupid, rivers all flow into the ocean eventually. Then the river water gets salty in the estuary/delta. NorwayAnon just pointed out some other rivers though, some certain ones drain into very large, ocean like places. Either way, it shouldn't surprise you that one of the largest countries in the world has a river following into the ocean.

Satellites are actually really slow (as in ping speed) even if they have good bandwidth, which in Nunavut they don't. On top of that the data caps are hella low.
