The more it moved towards democracy the more it was ripe for a takeover by jewish and polish interest groups(something Bismarck was afraid for his whole life and tried to prevent) If Bismarck wasn't who he was it would have happened as there were influence groups funded by former Pol-Lith commonwealth nobility that collaborated with the church. Seeing as some of those nobles were filthy rich it would have ended with a multikulti germany even quicker than in the current one.
