Never go outside unless you absolutely have to. Always wear at least three layers of clothing if you must, not including your coat. Long underwear, double socks, double gloves etc. help. A scarf or mask is pretty essential if you're going to go outside for more than a couple minutes. It gets to a point where your face will hurt if air touches it.

You can wear anything you like if you're going to be outside for just a couple minutes at -50. I'd recommend shoes, at least, though. Seriously, you can walk outside naked and not immediately die.
I used to walk from point A to B on campus in a T-shirt and jeans at -50. I wore regular shoes, not any sort of winter boots, most of the time. Usually when I'd go out, I'd be wearing a medium-weight winter jacket, jeans, no hat, no scarf, never more than 2 layers of clothes. I'd usually have gloves, because fuck touching things in that weather without them.
Seriously, -50, -60 sound way worse than they are.
That said; I would never, EVER drive anywhere without having a parka, boots, blankets, heavy gloves, etc. in my car. Routine exposure to extreme cold isn't a big deal; but being out in it for hours can still kill you. Better to have it and not need it.
Now I live in the desert and make sure to have water in the car.
