I read a paper about geopolitics of Russia, cant remember the name. It states that due to size of Siberia and low population Russian heartland must subsidize Siberia, this demands large amount of resources which in return makes Central Russia, European Russia, unable to keep up with the West. By keeping Siberia Russian state ensure that it will be a global player but it also means that it will always lag behind the west due to large capital requirements that maintaining such a large country entitles. I know that Russian state gets most of its revenues from Siberia, but Russia is forced to be a resource exporter because it cant keep up with the west technologically. Through Russian history you had leaders which attempted to westernize the country after it lagged too far behind the west, Ivan the Terrible, Peter the Grate, Nicolas II, Stalin, Gorbachev, Putin.
