How do you know that? Anyway, this productivity charts should be made by sectors. A spanish waiter working 14 hours in summer is by far less productive than a german looking at a screen in a factory working 7 hours.

During work you cannot go on internet, you cannot check your phone, you can barely go to the restroom meanwhile your supervisor watches you every minute of the day.

If you do something he does not like, he walks to you and tells you exactly what it is and you better get it correct within the next few minutes.

Do this mind-drone boring non-sensical job for the rest of your life.

Germans have no idea what it is like in UK, US, Australia, Spain.. where you can treat work as something more than a terribly obligated thing you have to do. What I would do to be able to even check 1 SMS during my workday.

I work near Frankfurt doing materials processing and had to go to Florida for 2 months for some Six Sigma training (and lean process shit).

Work in USA is much nicer because at least you can talk to others, have a nice coffee, go out for lunch, and generally feel like "bro" attitude. I did not dread going to work every day like here, where I know most things outside of paperwork is forbidden. Yes work here is 8 hours and in Florida I was doing 10 hours, but I would rather do those 10 hours since they were more fun and time went faster.
