My personal guess is it probably isn't since what the fuck kind of terrorist group targets a place for mentally disabled adults? That said it doesn't look like a random act of violence or someone going nuts either. Seems like it was premeditated to some extent at least. That only worked back in the 1700s. In case you haven't realized the government has an arsenal of weapons that would blow any civilian's out of the water. Tanks, bombs, missiles, drones, nukes, etc. What good is a mere gun, of any variety, versus all of that firepower? How does your gun protect you from a drone dropping cluster bombs all over your ass? Face the fact that if the government wanted to completely dominate it's people it could absolutely steamroll us, armed or not.
Also I'm not saying we should ban guns. People seem to think laxer gun laws will solve crime. I don't think that's true, at least on average. You probably won't see any statistically significant changes in number of crimes committed and number of crimes stopped by citizens with laxer gun laws and probably roughly the same number of mass shootings.

You need to learn the definition of totalitarianism. The Government doesn't stop you from talking or acting freely. You can say what you want and do what you want without consequence and though there are minor hurdles you are still free to bear arms. Crime enforcement can be heavy handed but the justice system is "fair and un-corrupt" relative to nations that are actual totalitarian shit-holes.
Now just because you are protected from the government doesn't mean you are protected from the people. The government can't punish you for saying or doing something (within the boundaries of the law) but your fellow citizens can by way of social pressure. If you have an unpopular opinion you will probably be shunned or ousted or even outright punished by being fired from your job or harassed by your fellow citizen. This is a logical consequence of being free, you are free to speak and act but so is everyone else and they may act against you. This is not totalitarianism as it does not involve government oppression and censorship. There is oppression and censorship but it comes from the people. Good luck changing it.
