During the Romans the people lived here were very different to what we are today. There has been a lot of migration to Finland since then. Many place names of Southern Finland have Sami origins too. Well that is a point, the migration era in the 500's changed things a lot. I don't know enough to say when the modern finns moved north (perhaps after the little ice age, chased off by the steppe tribes). All I know is svear and götar (swedes and goths), as well as "finns", were already mentioned and described by romans, who of course got all their info from travelers and traders who got their info from other travelers and traders, so chances are the romans just confused the sami for standard finnic tribes. What is true is that the oldest cultures found in northern Sweden came from the norwegian coast. These remains are very similair to proto-germanic cultures found in modern day Germany, and it seems an off-shoot to these people moved north with animal herds as the ice caps melted away, and the reason they reached northern norway first is because the ice melted faster west of the mountain ranges. These are the true first peoples of the scandinavian peninsula, and they are undoubtedly proto-germanic. To call them "sami" or "swedes" or whatnot is pretty silly though. They were closer to Swedes, being proto-germanic, but likely they make up a lot of the sami heritage as well.

Joining too early we would just have gotten invaded like Norway. Also, initially the axis were allied with the USSR. The USSR attacked Finland. In the winter war Finland was pretty isolated.
In the late war, there was a realistic option to join on the side of the allies for Sweden, in attacking Norway. But the Swedish government made the judgement that the nazis weren't doing any harm to Norway, and their supplies were already cut off anyway, so invading Norway would just have caused unnecessary damage to the Norwegian infrastructure, and loss of Swedish lives, even though the Germans were just sitting there basically because they couldn't go home and were waiting for the war to be over.
We should have declared war on the USSR in the winter war. The Germans wouldn't have reacted either way, Russia wouldn't be able to take Viborg, and then the Finns wouldn't have a reason to re-join the war to retake it. Given the cold attitude towards the nazis, if the war dragged on until the nazi attack on the USSR, Finland/Sweden could have pulled out in return for joining the allies, but getting most of Karelia in the process.
