Montenegro is a corrupt mafia-state. The governing class will do whatever lines their pockets with the most money, even if the people they govern disapprove of the decisions they make. Montenegrins, for the most part, want nothing to do with NATO. There are full-scale protests and their is a possibility for a coup d'etat (though that is unlikely from what I gather).
I see it as unnecessary expansionism in the Balkans that serves no purpose but; deteriorating relations with Russia even further, contributing to instability in the region, and humiliating Serbs.

When has the Russian state in its current incarnation pulled something like this on NATO (i.e., pulling a pro-Western military neutral from our sphere of influence)? The equivalent to this move would be Russia expanding the Customs Union into Finland, which has not--and most likely will not--happen. Regardless, you fail to address how poaching another country from Russia's sphere of influence (deteriorating relations between our countries even further and increasing the possibility of war) provides tangible benefits for the United States.
