It's mostly used as a kind of "trial of faith". Once you invest yourself into 2 years of living in a foreign land with no TV, books, music, physical contact with the opposite sex, internet, movies, or games...well you're going to be dedicated for the rest of your life.
Northern European missions are known to be the least successful missions, in terms of converts, so it's probably a kind of "gulag" mission.
