Moldova, like the Baltic states, became a part of the Soviet Union by Stalin's fiat. During the interwar period, most of it belonged to Romania's eastern-frontier province of Bessarabia, and about two-thirds of its people today speak a Romanian dialect. For these reasons, Western experts on nationalism generally regarded Moldova as a Romanian irredenta, and thought that separate Moldovan nation-building was utterly quixotic, of a piece with the quickly punctured fancy, popular among some dissident East German intellectuals in 1989, that a separate--and socialist--East Germany might rise on the ashes of Erich Honecker's German Democratic Republic. Moldovan nationalism, the experts predicted, would lead inevitably to demands for Romanian-Moldovan reunification. The ethnic consolidation of the Moldovan group was incomplete, not because it contained any significant subgroups, but because it was itself regarded as a subgroup of another ethnos.
For a while, perestroika-era Moldovan activists seemed to confirm these prognoses. As soon as Moldova declared independence in August 1991, the Popular Front of Moldova (PFM) began to press for unification. To its immense chagrin and surprise, it discovered that neither the masses nor the elites took to the idea. President Mircea Snegur, a one-time communist apparatchik, now the main nation-builder, struck a chord with his talk of being "ethnically Romanian and politically Moldovan." Despite the overthrow of the brutal Ceau_escu dictatorship in December 1989, Romania was no rose garden, either economically or politically. Moldovans who were old enough also remembered that during the interwar period Bucharest had treated their region as a backwater worthy of little but neglect. Then, too, many Moldovan intellectuals and politicians who had received prestigious posts under the new state realized that unification would be a bad career move.
