The police aren't pro-Shin, they just fall under the direct control of the civilian government by default.
The army has already brought them under direct military control though, along with the rest of the government.
Thailand probably won't see elections again until long after the king is gone and the army is done overseeing the full succession process.
And by then the new constitution will ensure that the civilian government will have very limited power.
Basically going in the opposite direction of Myanmar.

The army doesn't really want to run the government, they just want their position to remain secure no matter who runs the country.
If Thailand becomes a republic, they know eventually people will start calling for the army to come under civilian authority.
They can't let that happen, they've spent too long forming an co-dependent power structure with the royal institution.
Whatever happens, Thailand must remain a constitutional monarchy with the king as head.
The army gets most of its legitimacy from being the self-anointed stalwarts of the monarchy.
Monarchy goes and their credibility evaporates.
