Well, they're making an effort to not be depressing, which puts them above the vast majority of Russian cities. That being said, I can imagine the Soviets' motives in building large blocks of functional housing, but the above-ground pipes just seem intentionally ugly. Makes the design look less pragmatic and more sadistic, especially when you consider that most of the occupants didn't have much choice over what city they lived in.
