Here we go. I've studied Persian a little, including handwritten nasta'liq, so here are my guesses.
Nasta'liq is characterized by its very space-efficiency (i.e. letters are crammed in fancy way so volumous phrases occupy little space). In thugra they also omit dots in letters like ف or ظ
Ottoman Turkish was heavenly influenced by Arabic:
عبد الحميد Abdülhamid literally means "slave of Hamid" (in Arabic it's pronounced 'abdul-hamid)
مظفر muzaffer means "victorious"
and دائماً da'iman means "forever".
But I just have no clue how to decipher the last word by letter.
