In our school half of students will pass the exam and others won't. They will study for the exam for 1 years more after graduation.

Sure we have the SAT & ACT in the States (as well as more specialized tests like the LSAT and MCAT for graduate schools), but those are aggregated along with overall grades and the personal writing sample. People can get away with a shitty score on one of our exams by writing some top-quality bullshit in the writing sample and having good grades in school. I don't imagine you guys have anything comparable over there.

It seems obvious to me that Japan had no choice but to give into America's demands in the aftermath of WW2 and accept the current Constitution as drafted by American lawyers. Not to mention, the senior-ranking politicians were worried about being tried as war criminals and had to play nice with the US from that point on in order to save their own skin. Because of this, the Constitution was imported without true consent from the Japanese people. It was forced upon Japan as an ultimatum.
And today, we see China expanding its military might faster than any other country in the world. North Korea now has nuclear weapons which can theoretically hit within range of Japan's borders. South Korea, meanwhile, is getting closer and closer to china in order to supplement their own economic growth. The whole region is thirsty for vengeance of the colonization period of the early 1900s and Japan can't just rely on america to protect its borders.
