Of those, I think Bonn is probably the top one. We have a small square in the centre of town named after the city. Also, these guys (Bonner Stadtsoldaten Corps) turn up for the Lord Mayor's parade.

Usually it's a pointless diplomatic nicety, a 'show of friendship'. Very occasionally the twinned towns actually have some similarities.

Oxford was twinned with Bonn in 1947, a couple of years before it became the capital of the Federal Republic of Germany, so I always thought of it as a big fuck you to the Communist east.

Those are only the ones I know, the others are apperently not that important. Magdeburg is is the closest. During the 2013 flooding in Magdeburg our city sent more than 10,000 volunteers for the defence of the city. I was there two days filling sandbags and loading them on trucks. If I wasn't a /fit/izen, it would've been pretty exhausting.
The other partnerships aren't nearly as important, there is just some student exchange etc.
