SoCal pretty much means the influence of LA culture. It spreads like cancer from LA to just south of Sacramento atm, though inroads have been made into SanFran which has driven out many of the subhumans who used to call it home and have driven them to based states like Texas, Colorado, Oregon, and Washington.
It's the culture that had the highest budget surplus of any state in the last half-century, had the technology to build desalinization plants for decades, and has the longest coastline of any state besides Alaska, yet still managed to run out of water to the point where the have to siphon it from Nevade and Arizona of all places, (they also wanted to drain the great lakes.)
