I have to guess and assume here that Iraq still has plenty of pilots from the Saddam era who are checked out on Migs. If they can get those guys out of retirement they shouldn't have any problems getting the "new, old Migs" up in the air.

Figures seem pretty reasonable to me:
Shiites 170/328 seats: 51%.
Sunnis (Arab): 43/328; 13%
Sunnis (Kurds): 19%
Everybody else (including secular and independent): 17%.

Shiites got 51% while they represent 65% of the population, and Sunnis got 24% while they represent 35% of the population. Honestly, I don't see any foulplay. I hate to admit it, but sectarianism has been fanned quite a bit by the Gulf states to expand their hegemony over the region. Namely the KSA, and to a slightly lesser extent Qatar. Hate to say it, but It's very easy to make Sunnis butthurt over the smallest thing and make them perceive it as oppression if the rhetoric is based on sectarianism or religion in general.

And from hanging around on various news sites, many Iraqis see Maliki as a wimp like the Iraqi ITT said. I thought they'd be happy when Maliki said the KSA is sponsoring terrorism and that it should stop, but everybody was pissed at him for taking so long to say it. He's trying his best.
