Here in PR there's a brain drain, mostly to the USA, but then you get those people being nostalgic and coming back because the diaspora communities are full of bydlo, and the Americans and other hispanics will treat you like an outsider. I mean, you mean general living or decent living? In a city or in a smaller town? It all makes a difference. But with USD $30k you're easily (i mean easily) living the good life. I mean, a 2-story house with its own parking costs 110-ish in the city, and by the time you get to the smaller towns that's enough for an actual mansion. Point is, living is cheap as fuck and if you can get by in Bulgaria, you can get by where I'm from.
Lifestyle? Pretty relaxed, I mean, people are becoming more hectic in their daily lives but still not nearly as bad as here in the U.S. People spend a lot of time outside, even if its literally on their porch playing dominoes with the neighbors, and tropics means that all year long you don't even have to worry about shit like the weather (except for hurricanes if you live in some shit-hole slum)
Black-white ratio varies, but there's enough of both not to freak you out too bad, and the people are used to seeing foreign white people everywhere. But at the same time, it isn't perfect, shithole neighborhoods are still shithole neighborhoods, but I do think it's getting better, slowly but surely.

For cars it depends on how the dollar is trading I suppose. I think they tend to be quite affordable for economy models. Tax is 18%. We also have a lot of used cars coming from the US. You can bring your car if you want to move here. Luxury cars have higher import tax so you'll be paying more. Doesn't stop people though.
