If you draw to learn you will improve, if you draw smut and le edgy OCs all day, you'll remain terrible. Also there is no best time for drawing, you do it because you want to. If you struggle to find motivation, invest your time elsewhere cause it ain't worth it.

You spend your free time doing the things you love. Taking a break once in a while is fine, but I've seen plenty of people who couldn't find the drive to put down the controller. They just want the end result of the years of grinding and learning, but they don't enjoy drawing enough to keep doing it while they still suck.
