Does anyone know how I can achieve this type of wave effect in photoshop? I'm looking for filter tutorials in general.

In fact there are similar effects to emulate an "etching" style, in particular to get things like the glorious Doré illustrations.

If you want to do the exact same effect with a filter*, it might require a lot of work, but I found things that are fairly close in Gmic's doc yesterday.

*I'm pretty sure this was done by hand. You could achieve something in this style by hand in vectorial, by placing your waves carefully, and then moving the thickness points by hand.
