How do actual artists feel about the works of Bob Ross? Is he just a hack?

His work is kitschy and formulaic and no serious artist sees his work as having any artistic value. I think most artists though think he's a really nice dude who helped a lot of people get interested in art and helped to break down the barrier that art is inaccessible or only for "talented" people.

Artists love Bob Ross if they're not pretentious assholes. In addition to just being a nice guy, he clearly knows what he's doing. His paintings have strong values while still feeling very bright (unlike Kinkade, who makes everything bright so it flatlines the picture), and he uses the tools in interesting ways that create tons of texture with minimal effort.

Sure, art is subjective at the end of the day, but that doesn't mean the general consensus isn't that his work lacks value. Going by pretty much any criteria for judging art his work falls short and doesn't contribute anything new or better than what has been done before him.

Kinkade's work is bad because of the saturation and poor taste in which he approached things. He doesn't even use washed out values like you imply. And there's nothing wrong with high-key paintings, lots of artists have done it well.

Bob Ross never even saw himself as an artist.
He knew it was trite garbage, but it made him happy. Its not a fucking art school, its just relaxation and enjoyment. Thats all. He never claimed to be a master.
I recall him saying something like "This'll be good if you want to shit out a few little paintings and make a few bucks and have fun in the process" (im paraphrasing) but he never said anything in regards to his method being legitimate or claiming any sort of mastery.
Bob Ross is for people who arent very good at art or have no interest in taking the time to learn art, yet still want to make dumb little paintings that they'll enjoy, and maybe get them interested in learning more about legitimate painting. Thats it.
Bob Ross is for the grandma or people suffering from post traumatic stress disorder.

He's a pretty cool guy. He knows he's not the best in the world and he even admit on the show that he's bad at drawing portaits. He knows his weaknesses but made a career on his strengths. He's a respectable artist.
there will never be a more perfect human. his art is alright, the fact that he could teach children to do it is pretty cool.
DIY at home rubbish. If you want to get good at doing the same thing over and over without learning anything new, go for it!
