I work mostly in one or two layers for basically this reason. When I was using multiple layers it was infuriating, and it was distracting to have to regularly stop and make sure my layers were in order.
Nowadays I generally have a foreground and background layer, and generally use a lot of temporary layers then merge them down pretty soon after using them. I lock layers I don't want to merge into by accident.
I tend to paint rather than do detailed linework, though.

except not everyone 'shades'. some people start off dark and apply light as they go. most will start off with mid-range values and add lighter and darker values as they go. this is what rendering is.
