Because they are highly mobile complex forms consisting of numerous small bones, tendons, and muscles, and everybody has a pair so any errors in it will be very obvious.

im sort of professional artist from industry and i still forget that shit sometimes when i draw too much non human stuff or focus on animation and draw characters that are too cartoony with "Cartoon Network" type of simplistic hands.
then i feel like a complete newfag when start drawing hands in slightly more realistic manner.
i swear a lot of professional artists suffer from this and do mistakes.
Hand is such a complicated part that is so easy to fuck up if you do even 1 tiny bit wrong

I'm not an artist, so this is simply a guess.
Hands and feet are complicated as fuck from a mechanical standpoint. Far more than any other visible part of the human body. People avoid them because you can draw an ok body without having a very solid foundation in anatomy, but your hands and feet call you out on your bullshit.
Ideally, I'd focus hands and feet when learning to draw, because getting good at both will likely give me an understanding on how interconnecting forms work ell enough to do the rest of the body better as well.
