the waist look fine, in the context that the waste should be about the same width as the shoulders, maybe experiment with the stomach area which may be what's making it look off to you. the breast look bad to me, I feel as though they should look more tear drop like, and baggy.

hips are due to size of bones, so a person can definitely be skinny and have wide hips, i think to some extent for asses too because skinny girls with big asses are quite a popular body type currently

It is insanely popular for people to create female characters that are skinny but with enlarged sexual features that defies the basic function of the human body, theres nothing wrong with it, its fantasy, and a lot of people find it attractive.

You can definitely have wide hips and a narrow waist, but the legs will be stumpy, there's no way around it. The leg bones will be just as thick and far apart, making them thick. Pic related.
