How do I stop these jittery lines in Photoshop it seems the more I zoom out the worse it gets.

Some brush formats, like pencil, are good w/o stabilizing. Inking is usually a stage that's mostly repetitory and low on the creative element (still not devoid of it, of course), so you won't lose out if you use it at that stage. Ink-like brushes also manage jitter horribly.
Also, like it was pointed out, a lot of tablets will fuck your shit up. If I had Dave Whatever's silk-smooth, trillion inch tablet I probably wouldn't use a stabilizer either.
