Although I know charcoal pencils (in specific generals charcoal pencils) is better on textured paper, I'm wondering if I can still make it work on standard printing paper.. Is it possible?
Yes.
Will look like shit, but yes. Newsprint is cheap as fuck.
Printer paper has no grip so the charcoal will be easily smear. I would suggest spraying it with workable fixative as you go.
So if I'm not using any kind of textured paper do you honestly think it's worth it? Without fixative as well

Charcoal pencils don't smudge like vine charcoal. Fixative isn't necessary.

Try it and see how you like it? Or just buy a pad of newsprint for a few dollars.
Printer paper should work ok with harder pencils like the Conté Pierre Noire or Wolff's Carbon, but it will smudge significantly more than graphite. Can't comment on the Generals since I've never tried them myself.
