his right leg should rotate more outwards so it matches the foot.
And the whole figure is a lil bit tilted to the right so it looks unbalanced.

They are idealised proportions. Good for drawing Greek Gods or Biblical figures, if you're trying to draw an average Joe then refer to Loomis for a different scale.

I think it's probably the way he has drawn the ribcage, coupled with low lat insertions it kind of gives him a barrel looking torso, he does have big abs as well I can't really say it's wrong but for my own taste I think smaller abs and a smaller waist look better. looking at it though the top pair of abs are taller than the bottom pair and that does look a bit strange. I mean this is Hogarth right? he's not exactly known for anatomical accuracy it's much more stylized, if you want accurate look into Hampton.
