Why do you think we'd pretend to spend years getting proficient in a skill if we were going to let just anyone use our instant art-creation software?
That said there are plenty of filters and shit you can slap a photograph into and it tries to make it look drawn/painted, none are that good but some are convincing enough if someone doesn't look at it too closely.

Yes, it's called Google, you just type in what you want and select from any available images what you want. Just make sure you include word "drawing"
