Pretty much every How to draw manga and anime book out there.

I recommend The Mechanics of Anime and Manga by Studio Imagicks for beginners. I'll guarantee that you'll be traumatized from ever trying to draw in anime style for at least a decade.

For god tier artists, you may have had the Manga Ultimate Guide from ImagineFX at one stage or another. Features gems like proclaiming that shoujo manga is the only style of manga and plenty of disregard for anatomy to keep you entertained for hours.
