how so? there's tons of shit in the way of the arms, tons of metal stuff on the arms with no clear function, it looks impossible to twist or bend the torso. I really can't imagine someone sword fighting effectively in that thing.

Functionality and believability are both important when doing character designs and concept art, but why would anyone use a sword in a world where guns exist? If you can somehow answer that then yes your point is legitimate, but the reality is that people don't care, they just want shit that looks cool in their video games and a cyborg samurai are one of them, functional or not.

Seems to be the norm. Arenanet for example has had some of the best artists in the biz. But you'd never know from playing the game.
