It's been a while since I've used GIMP, so I can't give any program-specific suggestions, but I can try to help regardless.
At the end of the day, the main limitation here is just that the lighting of the two images don't match. The city is being lit strongly from a single direction while the woman is more evenly lit by the studio lighting. So it's going to be difficult to make it look like the layers match properly.
The woman herself is not emitting light, so you might want to try to emulate the look of the unlit portion of the city's buildings. The sides that aren't being illuminated directly by the sun or lights are very dark. So generally it might help to darken her overall (reducing the upper "output" level to reduce the value of the pixels).
Those buildings which are near the road by the water front are brightly illuminated by all those red/orange street lights. You might want to mimic this around the lower parts of her body by roughly drawing around them with a lasso/pen tool, feathering the selection a bunch, then increasing the brightness and red/yellow value of these parts. That might help make it look more like she's being illuminated by parts of the city.
Finally, the highlights on the woman (on the left parts of her leg, on the material over her breasts, etc) are generally facing the direction of the sun, so it might help to brighten the highlights slightly (reduce the upper "input" level a bit) and increase the red/yellow values of the highlight/bright pixels. In Photoshop you can do this with levels, but also with the "color balance" tool ... not sure what the GIMP equivalent is.
These are just a few quick potential suggestions. Not sure they'd actually look right, my approach to this kind of thing when collaging is to just fiddle with these kinds of changes to see what looks best. But as always, the best advice is to just spend that little bit of extra time trying to find background images with lighting that matches the woman.

But I can't think of any good website/service. I mean, there are plenty of non-ideal options - eg. we could create a custom sub-reddit and just throw up imgur links under a throwaway username ... but that requires too much faffing about (similarly with deviantart/flickr/facebook groups, etc).
There seems to be a few free websites which offer collaborative, anonymous photosharing ... but I can't find any that aren't super limited without upgrading to a paid account. I'm not against it, but they're not super ideal images for collaging simply because they're cut off at the waist/legs like that. They could easily be put into a scene among the rooftops of some buildings, but they'd look a bit more integrated if you could see the full body and where she connects with the ground, her shadow sprawling out on the landscape next to her, and so forth.
If you have some other images of this woman to choose from that might work better, maybe post them up too? Otherwise I can still take a whack at a collage using one of those pics ... the issue is that it might just look like a super simple cut+paste job.

I guess the first suggestion I might offer is to work on techniques for cropping the woman out of her image. If it helps, I started working on a collaging tutorial for GIMP a few years ago ... I never finished it, but I did at least cover how I go about cutting images out. It's not the only way to do it, and it's not the best ways (using Layer Masks is a lot better!), but maybe it will be useful:

Now this one...one of my favorites. Love the scale. Absolutely invincible, nothing can be done to even slow her down for a millisecond. The problem you sometimes get with these super-mega sized ones is that it can end up looking too obviously photoshoped where the ground meets the feet.

Just about pic related maybe a little bigger, using the Burj Khalifa as a measuring stick. Big enough to be just over the requirements for unstoppable, but still able to pick out automobiles individually.
Smallest I like is about when the average skyscraper is about belly high, and the biggest I'll go is to the point where they can barely still pick out individual skyscrapers with their fingernails, maybe x2 or so of what you just posted.
I'll save whatever is in good quality, though, provided the model is good. Except for once you have 1/8 planet sized or bigger. It just becomes a photo of a model with a blue ball next to them. I loathe those images.

I've been using GIMP for years, but sadly I'm in a hurry. So I'll make this quick and useful.
Rather than erasing or cutting out a person, try using images with solid backgrounds (white or black are preferable), and then changing the layer mode (a drop down bot on the top right) to one that works best at the edges of said person (Lighten, Screen, Multiply, Overlay, etc, will be the most likely ones to work).
Once you've got the edges sorted, duplicate that layer, switch it back to a normal layer, and erase the edges again (you can use a larger brush as you already have an edge underneath, and that edge may be slightly lighter/darker than the normal layer you are erasing).
There's a lot more to it than that of course, but this is a good starting point to experiment from.
NOTE: I advise using the "Levels Tool" (the icon looks like a graph, but may only be in the menu above if not set as visible).
It will let you lighten and darken the highlights, midtones and shadows individually, which is very useful and much more powerful than a silly "brightness & contrast" slider.

My experience is that there seems to be a whole array of different reasons why people like the fetish. It seems to be more like a common "destination" for a whole bunch of different "paths" ... if that makes sense.
For some people, it's just an extreme form of power play. Even here there's a wide range of preferences - some people prefer a woman who will collect them and use them at their whim as a personal sex toy; others prefer women who will outright crush/kill them; others still prefer a woman who will simply drop them in their panties and promptly forget about them; and so on.

I'm certainly interested in doing more animated collages. But what you said is true, they're much more of a pain, especially if they require a lot of manual rotoscoping.
I've made a bunch of rotoscoped SW animations over the last 6 months or so, but very few with giantesses in mind (webm related, a Taylor Swift animation I did a few months back). I've just found it to be much harder to find good, loopable material for a giantess pose/action ... or, at least, one that doesn't require days/weeks to rotoscope.

For example, the background in the Taylor Swift clip I used was mostly completely black above her butt, so I only had to rotoscope around her legs (and a little bit here and there around her head/upper body as there were some stray lights around). It worked well to stick her on a black background because of this. But if you get a nice solid background, you could also try to use some chroma keying.
Simpler is key, really.
It's kind of annoying, because a really simple way to achieve *great* results would be to film a woman from a low angle, so she's set completely against the blue sky. In that case, you don't even need to roto her at all (so long as you don't get any pesky trees or such in the shot), you can just superimpose images of buildings in the foreground. Unfortunately, there's very little celebrity content like this available. :P But I guess it's a nice idea if you're got a gf/wife you might let you film her for some private size content.

Yeah, more convincing person-to-person interaction material is harder to come by. I've always found it difficult to find good SW material for collages, I suspect it's for similar reasons.
12m tall Hayley Atwell sounds like fun though. She's certainly a cutie who hasn't been collaged enough! If you've got a few favourite shots of her, why not throw them into the yogile pile? I'll try to keep your request/preferred size in mind. ;)

But I'd still like to give the process a try! If anything good comes out of it then there's more material for the community, where webms are a bit scarce.

Yeah, the background is just a static image. I try to throw some camera shake on top of the final composition to make it look a little more realistic, and hide the fact that it's static. Though in principle you could also try to do some motion tracking to help integrate another layer onto a shaky background.

I'd say give it a go! At the very least, trying these things out for yourself gives you a really good idea of which parts of the process are easy/quick, and which parts are hard/annoying. Helps you refine your idea of what good material to use looks like. :)

She'd certainly make a neat giantess!
However, that image isn't really the most friendly to work with. It's a bit grainy overall, and the lighting isn't too natural (doesn't lend itself too well to outdoors scenes), and is overblown in parts. The cigarette smoke might be a bit fiddly, though I don't think it's too much of a problem. And the fact that she's propping herself up on soft blankets makes it a bit more tricky too, given that parts of her body are obscured as she's sunk into them.
Not total roadblocks, but they make it more fiddly that typical. I'll keep this one in mind, but no promises!
