Stretching a 1080p image doesn't make it a 4k resolution.
I notice people doing that a lot on wallpaper webpages. Half of their 4k lists are just 1080p resolution stretched to 3840x2160 pixels. Annoying :)

And it's especially annoying when people stretch the images so that the resolution is allowed, only for us to find it's blurry as f**k.
HR is not the place to go for mobile phone wallpapers, unless you've got a pixel density that ants would appreciate.
