There are cheap 4K Korean monitors that run at 60fps on ebay. It's a gamble though, cos they may come with defects. These are the reject panels from Samsung that get branded by another company. QNIX, Wasabimango, etc.

These are 28". I have a 2560x1440 27" monitor and I have to strain my eyes to read text at times. I can't imagine browsing the internet on a 28" 4K monitor at native resolution and if I had to enlarge the text it defeats the whole purpose of having a 4K monitor for me (the extra screen estate for multiple windows).
