This is often said jokingly, but I knew a Scottish guy in highschool that wore kilts to school sometimes (clearly the reason I have this fetish, btw). He would go to an event called the "Highlander Games" from time to time, a Scottish heritage festival kind of thing, and he said that nobody wears underwear there, but he did when he went to school and stuff because he didn't want to be inappropriate.
