Laissez-faire policy wouldn't have been put in action if it wasn't for the junta since Allende didn't align with those theories.

While the Chicago boys did have an impact on Chile's economy all of the legislative action came directly from the junta and more specifically from General Merino. The Chicago boys where also active since before the coup and had no relevancy in any shape or form.

No one attributes Pinochet the creation of monetarist theories, just the implementation of them in Chile.

It's very easy to forget how fucked up Chile was in 1973. Contemporary Venezuela looks like Switzerland by comparison. The annual inflation rate, for example, was 605%, and no, you can't blame that on the United States, unless you have proof that the CIA smuggled printing machines across the Andes in the back of llamas and began printing money like crazy.

Also, Pinochet was smart enough to delegate power to those who were knowledgeable about specific issues. That's how Chile got the Chicago Boys, for example. My favourite aspect of Pinochet's police isn't even the free-market reforms, or the helicopter rides, what I love about him is that he gave power to Jaime Guzman, a right-wing intellectual who was influenced by Carlism, to enact domestic policy reforms. These reforms led to the strenghtening of Chilean civil society, since Guzman believed in empowering intermediary corps between the State and the individual. He also bestowed upon Chile a constitution that values stability, which is why the country didn't go the path of Venezuela, Argentina or Brazil even though left-wing parties have held power most of the time after the end of Pinochet's regime.
