Whats the motivation behind the double-headed eagle? Early Roman eagles had a single head, but the HRE, the Muscovites and the Byzantine Empire all prefer a double-headed eagle? Whats the reason of that?

It always bothered me why those black eagles look so skinny and somehow, for the lack of better word, evil. Just look at the crests of Austria or Prussia, these eagles look like some hellspawn demon-birds, not a glorious symbol the nation should look up to. And just look at the picture of HRE eagle you posted, its almost like the joke in pic rel
