Depends on the country. The UN security forces is ostensibly another name for the US military. If it was a country that wasn't a close US ally, you'd be looking at economic sanctions. If it was a non-ally that had vital economic resources, then you'd be looking at military action.

Well I think that if someone with the ambition and will to create an empire of that size, that person would not care for the opinion or ask to someone else what could he do, he would think for himself and would be able to figure it out by himself, or asking a few experts in every branch to the political, military, scientific, economic, financial, technologic, infrastructure, social persons specific questions to know their system without revealing his intentions.
