It is more reflective of a positive/negative mental state which is created by repeated moral/immoral actions.
Bad/Good karma is a frame of mind and way of being

Its actually just the concept of having a positive outlook and doing positive things yeilds positivit and vice versa. It's like this, if you spend your life helping others, letting go of anger, refraining from negativity, you're more likely to experience positivity. This isn't universal and nothing is stopping you from getting hit by a car or developing cancer just for doing good things.

However, take for example always being polite whenever you are in a public setting. This can effect your environment by both putting others in a positive frame of mind and also perhaps drive others around you to be polite as well. Again this isn't universal and nothing is stopping someone from maintaining a negative frame of mind despite your good intentions.

Karma simply speaks to the propensity of people to act righteous and treat you righteous in response to your own righteousness.
