It was Holy Roman Empire at one point, but then Germans unrelated to Charlemagne claimed succession and proceeded to make it a loose collection of vaguely defined German Kingdoms fighting over which one of them gets to rule it. It was alright while Spain was in charge for a while but then crumbled under its own inefficiency, dragging Spain down in the process.
