The collective functioning of all of the brain's modules. Not well understood scientifically, but can be learned through experience.
Human nature is torn between the self and the collective, the collective being morality and the self being our natural inclination to be immoral.
In the end even morality is a self serving device that gives the individual the safety of the group.
This is what "power corrupts, absolute power corrupts absolutely" explains. When a person has enough power, generally political in nature, that he no longer needs morality for safety, he tosses it away.
