It is not. Only during the first defenestration were the people killed by being thrown out of a window. In the subsequent two (only one of those has entered popular history however), the people survived and/or were dead already.

The capital of the emperor's land was the capital, hence why most of the time it was Vienna.

Depends on the time period and how you define it. The HRE was an organic beast where certain cities waxed and waned in importance like in the earliest periods trier could be seen as the capital
