It wasn't the scale of his conquest, it was the fact he was a borderline genocidal madman who accomplished what no other Roman commander could which distinguishes him.

Because Germanicus' friends, allies, and patrons weren't dumb enough to eulogise him under Tiberius. And he didn't really do much beside die out in Asia, thus leading to a great bit in Tacitus.
