Harris did loads of shit wrong.Terror bombing was an idiotic idea, focusing on the economic apparatus of the Reich instead of "dehousing" campaign after dehousing campaign would have won the war much more quickly.

But you should be fighting to win, not to pay the enemy back for something they did that turned out not to be all that effective at all.

People seem to think that the Allies had modern precision weaponry available to them, which clearly was not the case. The policy of dehousing was in part due to the inability of bombing raids to hit precise targets, and was in part based on a fairly rational assumption that workers who are either having their houses, families or bodies blown up will not be able to work productively. There were of coursany examples of bombing raids that had little impact, but there are also examples of raids that worked well

Even without precision weaponry, you can make sure you hit the right city. Going after Bochum and Ploesti and other areas connected with German oil and synthetic oil production would have been a much better investment than trying to go after workers in general.
But Harris was opposed to such "Panacea" bombing.
