only "real" meme I can think of is about Franz Joseph I Habsburg-Lothringen.

Czechs were calling him "Procházka" which literally translates to "walk".
and its because of article in newspaper from time when Franz Joseph was in Prague and local newspaper
printed picture of him walking on Charles bridge with caption: "Walk on the Bridge" in czech "Procházka na mostě"

If we define a meme as a scripture that is reproduced for no good reason and out of context, then the oldest surviving meme is probably Andre the Giant has a Posse, which exists today under the "OBEY" form.
I think however that drawing a dick on a wall probably has way more ancient roots than this, but there's a lack of physical proof about it, maybe influenced by archeologists' bias.

By Dawkins's definition of meme, first meme would be something rather common and uninteresting like walking on two feet
