Maybe not the most evil, that's hard thing to define. There might have been more evil people not wielding as much power as he did.

But as far as might goes, let's put it this way;

Stalin's tendencies for wickedness most likely affected more people living in his world at the same time as him than any other despot before or after him. He was irresponsible with his power in regards to the suffering of others. In the end, it's what caused his pre-mature death.

Mao, Hitler and maybe even Bush are other candidates of course. But Mao, while he killed many, did not do so for the express purpose of murdering. Hitler did not kill as many and Bush just isn't in the same league but he wielded more power.

Stalin was a political leader in a post-revolutionary clusterfuck of conflicting loyalties, a state that has been laid waste by war and he wanted to expand his own central power while at the same time preventing another revolution by either crushing political rivals and increasing production and standard of life for enough people as to make himself a standard of stability and strenght.

He basically did what he thought it was need to be done.

But people like Walter Durantiy, Beatrice and Sidney Webb, Merleau-Ponty and Jean-Paul Sartre had no such considerations. They justified everything that Stalin did without actually caring about his political consideration, so they offered philosophical justifications to the Great Purges and the Moscow Trials (dekulakization was so obviously right to them that they didn't even tried to excuse it) which frankly was a shit thing to be done.

Sartre, for example, was so evil, that when the Soviet Union chilled out under Khruschev, he began supporting Mao.

He did not seem to care for any human's life, but still managed to industrialize the country, push Hitler's shit in, assert dominance in world affairs and create greatest empire of his time, streching it's influence from Pacific to the Elbe. Both of his biggest crimes, GULag and Holodomor are heaivly politicized and overblown. First one is usually described from a perspective of an intellectual, while average prisoner had way eaisier time in it, the second was most likely a economical mismanagement gone very wrong. Famine would've happened either way, but Stalin wanted the peasants to starve, not the workers, because Ukrainians were expendable.

Mao was awful in every way imaginable. The only thing he did good was being talented at inspiring fascism, not that he did anything good with it. He wasn't even a good general, just in the right place at the right time in world war 2. Also, He was anti-education, going as far as killing people who wore prescription glasses just because it made them look smart and college like. He also caused a few famines by wiping out birds. At least Stalin showed some industrialization after his monstrosities and it served some goal of improvement for the country, but Mao was so shit that even modern day China chooses to distance themselves away from the idea of communism and Mao.

i would agree with this. russia was powerful despite the purges and refusal to allow tactical retreats or withdrawals. a think a factor that also caused the soviets to be massacred by the nazis initially was that they were not allowed to attack or take their own initiative to respond, which probably would have involved retreating at first. except if an officer retreated he would be executed. so basically stalin new nothing about the military and tried his best to hinder it because he was so afraid of losing power.

The Cultural Revolution was a decentralized popular effort where people inspired by modern science rejected Confucian and traditional education. Students made a large portion of the Red Guards. The usual chuckleheads like Chang and Halliday say millions were killed during this but there's no justification for it, just as they say millions died because of the famine and there's no justification for that either.
