In his earlier years he tried to modernize his country, but then he got old and ineffective and wouldn't give up power while famines started fucking up the countryside, giving communists a good excuse to kick him out. He was kind of shitty overall but far better than what came after him.

By African standards he was pretty good, he managed to secure Ethiopia some relevance and major western support as well as his rule was very much geared towards modernizing Ethiopia.
However, like all most contemporary African leaders he was despotic as fuck, human rights in the Ethiopian empire were more or less non-existent. It was not a nice place to live, even relative to other African countries.
He was deposed because Ethiopia was a hotbed of Marxism, which the ruthless disregard of human rights didn't really do much to help.
