The Tatars provided a lot of great soldiers for the Empire, but more than that they also provided a sort of legitimacy to Ottoman rule. They were descendents of Ghengis Khan, while the Ottomans came from some small irrelevant lordling in Anatolia. The Tatars acknowledging the Ottomans as overlords gave the dysnasty more confidence, to the point where they not only didn't pay taxes to the Sultan, the Sultan would actually give them money because of their status.

Steppe peoples are highly mobile and can raise large amounts of cavalry, it is very difficult to stop their raids and cattle raids and you can't follow them deep into the steppes, even if you're a giant empire. Of course steppe peoples don't want to be constantly at war, you can send an army to capture static points, trading ports and such things for leverage, you can then negotiate with chiefs or their rivals and use them to control the steppes on your border, you can provide them with supplies to put pressure on your own rivals.
