Swiss here, worked with a lot of ex Swiss Guard guys. There are only some courses in the beginning of their time there, normally people leave the guard after two years and go back to Switzerland to work for the police or the army. Those that stay will get promoted and receive a proper training. Afterwards they don't spend a lot of time in the uniforms anymore but do more "standard" bodyguard work in civil clothing.
In case shit hits the fan ALL Swiss Guardists will be quickly given pistols and SIG 550 assault riffles to defend the Pope and the cardinals at any cost.
They work closely together with the Italian Police which is doing all the "real" police work at the Vatican.

There are plenty of battles involveing Italian states that employ Swiss Pikemen mercenaries.
They are Italian speaking and catholic Swiss that have gone through mandatory conscription training. Then they can join the Swiss Guard. Where they then receive more training to do their duties as the Vatican's police force.

I guessing it's out of tradition. Back in the days of Rome being a city state, the Pope was the ultimate authority in Rome and because Rome could get attacked such as the 1527 sacking, they prioritze him.
