If the populace is favorable to it, why not? If there is enough dislike of a monarch the people will (depending on the affluence and level of development of the nation) either protest enough for a referendum or overthrow it in favor of some junta or some shit.

No current monarchs have power of any description, they're just for show. I guess there's not much point in keeping them around, but at least for the king of Norway, I don't think he drains much money at all.

Separation between head of state and head of government is important. A parliamentary system is clearly superior, too.
This can be accomplished without a monarchy, though, as done by Germany.
