The Israelites moved to shoot during the great famine described in the story of Joseph. Since Joseph was in charge of stockpiling resources, Egypt had plenty to spare. Joseph told his family, who told the other Israelites, and so on. They moved to Egypt and began multiplying at such a rate that the Egyptians feared that the Israelites would take over. The Pharoh then ordered the Israelites were to be enslaved.
